Проблема сексуальных правонарушений в стране и в мире в настоящее время приобрела особую значимость. В последние десятилетия в западном мире наметилась стойкая тенденция возрастания случаев серийных убийств на сексуальной почве, серийных изнасилований не только женщин, девушек, но и мальчиков.
