ВСТУПЛЕНИЕ Идея объединения Европы, возникшая еще в раннем средневековье, получила шанс стать явью лишь во второй половине XX века, когда Западная Европа вступила на путь интеграции. Новому подъему интереса к европейской идее способствовало стечение во времени и в пространстве четырех факторов: а) трагического опыта двух мировых войн, особенно второй, зачинщиком и главным очагом которых была Европа- б) завершения в основном процесса создания западной системы организации обществ- и в) растущей интернационализации хозяйственной деятельности и г) потепления общего политического климата, наступившего в результате завершения «холодной войны» (1).
Расширение ЕС «на восток» за счет возможного приема в обозримом будущем в состав его членов 10 новых стран из Центральной и Восточной Европы (ЦВЕ) существенно изменит расстановку сил на континенте во всех сферах.
Распад СССР и появление на руинах бывшего социалистического лагеря независимых государств ЦВЕ, стремящихся к членству в ЕС, поразили Европу неожиданностью событий и масштабностью возникших и грядущих проблем, в том числе связанных с перспективой расширения ЕС. Римский Договор, учредивший ЕЭС (1957 г.), содержит положение, открывающее двери для вхождения в него любой европейской стране, которая разделяет основные политические и экономические принципы функционирования ЕС. Однако до решающих перемен в конце 1980-х гг. эта возможность была лишь теоретической.
За период, прошедший с момента создания ЕЭС до середины 1990-х гг., количество государств-членов Сообщества более чем удвоилось. Причины такого быстрого расширения, коренятся прежде всего в реальных экономических успехах интеграции и в ожидаемых возможностях ее прогресса (1). Очевидно, что для целей развития Сообщества существенно было совместное действие двух факторов: во-первых, расширение должно быть в принципе выгодно интеграционной группировке, поскольку расширяет сферы ее влияния, и во-вторых, Сообщество должно иметь реальные результаты, убедительно свидетельствующие в пользу преимуществ наднационального объединения. Оба фактора на протяжении более чем полувековой истории Сообщества присутствовали в нужных дозах и работали на благо европейской интеграции.
Первое расширение состоялось в 1973 г., когда к ЕЭС присоединились Великобритания, Дания и Ирландия. Вторая фаза расширения охватила три средиземноморские страны: Грецию — в 1981 г., Испанию и Португалию — в 1986 г., что значительно увеличило неоднородность государств-членов по уровню социально-экономического развития и сделало актуальным осуществление политики, направленной на сокращение разрыва между ними и получившей название политики сплочения. Последнее расширение ЕС произошло в 1995 г. за счет присоединения Австрии, Финляндии и Швеции. Границы ЕС расширились на север и восток.
Современный этап развития европейской интеграции осложнен комплексом проблем, обостривших противоречие между «углублением» и «расширением» европейской интеграции. Динамизм стали набирать обе составляющих процесса интеграции. На фоне углубления интеграции, связанной с подготовкой к созданию экономического и валютного союза (ЭВС), 10 стран ЦВЕ (Польша, Венгрия, Словения, Чешская Республика, Словакия, Румыния, Болгария, Латвия, Литва и Эстония) подали заявления с просьбой принять их в состав государств-членов ЕС. Отличительными чертами настоящего этапа расширения является масштабность процесса и низкий уровень экономического развития государств- кандидатов.
Объединенная Европа в лице Европейского Союза оказалась перед нелегким выбором: будет ли оправдана ноша социальных и экономических проблем, которая ляжет на совместный бюджет ЕС и государств-членов в случае приема стран ЦВЕ в состав ЕС и не перевесит ли она возможные выгода расширения? Выдержат ли такой натиск существующие функциональные структуры ЕС, и если их модернизировать, то какую цену можно считать приемлемой? Каковы должны быть реальные механизмы запуска процесса интеграции, чтобы обеспечить наименее болезненное для всех участников процесса вхождение восточноевропейских стран в Европейский Союз? При этом в конце 1980-х гг., когда на повестке дня ЕС возник вопрос расширения на «восток», европейский романтизм не только не потерял своей силы, но получил поддержку на волне устремлений народов ЦВЕ. Именно он не позволил рассматривать эту ситуацию иначе чем уникальный шанс укрепить мир и стабильность в Европе, стабилизировать ее экономическое развитие, реализовать давнюю идею создать единую Европу. Однако в процессе подготовки расширения ЕС выявились и его негативные стороны. Стало очевидно, что вступление восточноевропейских государств может затруднить или даже парализовать ряд направлений деятельности ЕС (в области ЕСП, структурной политики и др.), неизбежно приведет к усложнению процесса принятия решений его институтами.
Приблизиться к пониманию своеобразия и сложностей нового расширения ЕС, к реалистичной оценке его перспектив позволит внимательный анализ событий последнего десятилетия, связанных с поворотом ЕС в сторону региона ЦВЕ. Настоящая работа ставит своей целью изучение европейской интеграции именно в этом аспекте и в указанных временных рамках.
